Honestly I think it should be up to the business.
It might be a good idea to use signs that let customers know if smoking is allowed or not, but if a person is paying X number of dollars a month to lease a business they should be allowed to do whatever they want within reason and smoking is still legal.
I could 100% see cities requiring a smoking license kind of like they do a liquor license. That would make more sense than to completely ban it.
Not to be too much of an ass, but it kind of reminds me of these mormans that came knocking on my door today. They asked me if I went to church and I said no. They instantly started to try converting me to their beliefs and I told them I have belief in a God. They really didn't care what I believe. They just wanted to push their beliefs on me. About that time I asked them to leave and they were still trying to push. At that point I said- hey look.....I was nice enough to open the door for you, the least you could do is leave when I ask you to. At that point I closed the door cause they didn't quite get it.
It's not up to me (or at least shouldn't be)to tell a business what they should or shouldn't do. It is up to me which businesses I spend my money at.
